Exchange Services

IT SHALL BE THE CUSTOMER’S ULTIMATE RESPONSIBILITY, PRIOR TO INSTALLATION, TO ENSURE THAT THE UNIT RECEIVED FROM ROCKWELL COLLINS COMPLIES WITH APPLICABLE REQUIREMENTS UNDER WHICH THE AIRCRAFT IS LICENSED AND OPERATED.

GENERAL TERMS AND CONDITIONS
Exchange Services are available for either warranty consideration or at the prices contained in this publication. Exchanges are limited to those part numbers included in this publication and subject to prior rental or exchange on a first come, first served basis. Items identified as N/A in the respective pricing column of this publication are not available for exchange. Prices are exclusive of any federal, state or local sales tax and excise or end use taxes. Prices are subject to change without notice. The Customer is responsible for any customs charges, import duties, brokerage fees or other related international shipping charges. The exchange unit will be certified in accordance with CFR Title 14, Part 43, JAR 145 (EASA accepted repair stations); or in accordance with certifications held from other aviation authority, and will be tagged either inspected, modified, overhauled, or repaired. The exchange unit becomes Customer’s property with the faulty exchange core returned becoming Rockwell Collins’ property.

Requests to exchange cores of the same equipment type, but with a different Rockwell Collins part number (different status), will be considered at the sole discretion of Rockwell Collins. Prior approval is required from the Rental-Exchange Pool. Different part number exchanges shall be subject to additional charges that will vary dependent on core return and condition.

Due to age and availability of repair parts, some part numbers listed in this publication may not be available for exchange.

EXCHANGE BILLING PROCEDURES

Exchange prices are based upon the requirement that Rockwell Collins receives an acceptable core unit in return, within the established transaction period. To be considered “Acceptable” the core unit must have a valid Rockwell Collins nameplate and be in repairable condition.

Rockwell Collins cannot accept units that are received without a nameplate, with an altered nameplate, with suspected counterfeit nameplate/internal assemblies. Any units received with these conditions will be returned.

Rockwell Collins reserves the right to refuse acceptance of a Customer core returned for exchange that has been damaged by contamination, lightning, fire, submersion, crash, misapplication, inappropriate repair actions, improper packing or abnormal wear. Rockwell Collins shall invoice the Customer for the repair of any Customer core received with induced damage such as, but not limited to, contamination, cracked glass, broken faceplates and connectors, and/or physical damage caused by improper packing, improper installation, and/or incorrect aircraft wiring.

If the Customer core requires the installation of major customer-charged service bulletins in order to bring the core up to the same quality and functionality of the exchange, Rockwell Collins reserves the right to bill the Customer for the installation of those bulletins or reject the core.

The transaction period will not be closed until an acceptable core is received and the Extended Use Fee Policy will apply.

Billing discrepancies must be reported within 90 days of invoice date. If any delay in returning the core is anticipated, please contact Rental Exchange Administration.

HIGH PRICE REPAIR TO EXCHANGE POLICY

IF THE CUSTOMER RECEIVES A REPAIR ESTIMATE FROM A ROCKWELL COLLINS SERVICE CENTER THAT EXCEEDS THE RENTAL EXCHANGE CATALOG PRICE AND THEN REQUESTS AN EXCHANGE IN LIEU OF THE REPAIR, ROCKWELL COLLINS RESERVES THE RIGHT TO CHARGE 1.5 TIMES THE CATALOG EXCHANGE PRICE OR THE REPAIR ESTIMATE WHICHEVER IS HIGHER. THIS POLICY APPLIES TO THE CONVERSION OF THE RENTAL TO EXCHANGE IF THE CUSTOMER HAS A RENTAL UNIT WITH THE QUOTED REPAIR ESTIMATE. THE RENTAL WILL BE CREDITED 100%, AND THE CHARGE BECOMES 1.5 TIMES THE EXCHANGE PRICE OR THE REPAIR ESTIMATE WHICHEVER IS HIGHER.

CREDIT CARDS

Rockwell Collins accepts and encourages the use of VISA, MasterCard, or American Express credit cards for payment of the exchange transactions. Authorization can be completed on the phone with the Rental-Exchange Pool Order Administrator and the shipment immediately processed. This may vary based on ordering location.

EXCHANGE CORE RETURNS POLICY

Cores sent in for exchange must have the same part number as the exchange unit shipped by Rockwell Collins unless prior approval has been obtained from the Rental-Exchange Pool. Exchange core needs to have the Unit Return Data Sheet included with each return.

Notes:

  1. European Union member countries as defined by the European Parliament.
  2. From date of shipment by Rockwell Collins, Inc.
  3. If Rental Fee does not exist, Exchange Fee shall be used.
  4. The asset replacement invoice shall be in addition to the exchange fee and any Extended Use Fees incurred. Exchange cores arriving after the asset replacement has been invoiced shall be returned and assumed purchased by the Customer.

Extended Use Fees invoiced to Rockwell Collins by the Northrop Grumman Corporation for the late exchange core return of LTN-101–( ) Equipment Types shall be invoiced to the Customer by Rockwell Collins. An administrative fee of $200 will be added to the invoice.

UNUSED EXCHANGE RETURNS

Prior authorization is required from the Rental-Exchange Pool for unused exchange returns. For unused exchange returns, the Customer is responsible for all returned freight charges; any charges for units shipped to Customer in accordance with Customer-specified instructions. These fees include, but are not limited to, any brokerage fees incurred, freight, customs charges, import duties, or any other international charges whether the unit is in or out of warranty will be billed to the customer from Rockwell Collins.

SAME SERIAL NUMBER RETURNED WITHIN 10 DAYS IS CHARGED A RESTOCKING FEE OF $900. IF THE EXCHANGE PRICE IS LESS THAN $900, THE EXCHANGE PRICE WILL BE CHARGED.

SAME SERIAL NUMBER RETURNED AFTER 10 DAYS IS CHARGED A RENTAL FEE. IF A RENTAL PRICE IS NOT AVAILABLE, THE RENTAL FEE WILL BE 80% OF THE ORIGINAL EXCHANGE FEE. ADDITIONALLY, EXTENDED USE FEES WILL ALSO APPLY IF THE UNIT IS OUT OVER 30 DAYS.

THE FOLLOWING PART NUMBERS OR EQUIPMENT TYPES MAY NOT BE RETURNED FOR RESTOCKING AND RECERTIFICATION IF THE PACKAGING HAS BEEN OPENED. IF THE PACKAGE HAS BEEN OPENED, AN EXCHANGE FEE SHALL APPLY.

EXCHANGE SHIPPING PROCEDURES

FOLLOW INSTRUCTIONS PER ENCLOSED DOCUMENTS. PLEASE DO NOT INSURE shipments when Rockwell Collins is responsible for freight on all US orders. Rockwell Collins shipping containers are designed to meet or exceed ATA-300 specification Category III for most units. AFD-3010, AFD 5220, AHC-85( ), DGS-65, 332D-11( ), EFD-407X, LTN-101-( ) and RTA-8XX require special shipping containers.

Unit Return Data Sheet is provided in this publication for quality reporting and aid in component repair. Please provide the information requested with each exchange core and unserviceable unit forwarded to a Service Center.

Exchanges Within US - Rockwell Collins pays shipping fees both ways via normal air freight for US orders. Units will be shipped prepaid and returned collect by designated carrier as referenced in the shipping paperwork. If the Customer ships the unit prepaid, the Customer will not be reimbursed by Rockwell Collins.

International Exchanges - All international shipping fees will be the responsibility of the Customer. These fees include, but are not limited to, any brokerage fees incurred, freight, customs charges, import duties, or any other international charges whether the unit is in or out of warranty will be billed to the customer from Rockwell Collins. The Customer is responsible for any delays encountered by the Customer’s selection of carrier and/or customs issues. Rockwell Collins will use their preferred carrier for shipments unless otherwise specified by the Customer.

EXPEDITED EXCHANGE SERVICE

Any expedited service such as airline “counter-to-counter” shall incur a fee of $250 per shipment which includes the airline freight charge. FEDEX P1 Early AM delivery or similar service shall incur a fee of $150 per shipment. International expediting fees will vary by location and will be quoted separately when the Customer requests expedited service.

FAA 8130–3 REPRINT REQUESTS

Rockwell Collins reserves the right to charge $50 for each FAA 8130-3 reprint request. The customer will be required to provide a purchase order at the time of the request.

EXPORT COMPLIANCE

Rockwell Collins products that are designed for a military application are controlled by the International Traffic in Arms Regulations (ITAR) and will require an export license issued by the Department of State, Directorate of Defense Trade Controls for all export transactions. Approval of such licenses may take 2 weeks to 120 days depending on the transaction. Delivery of those products are subject to receipt of an approved export license.

Rockwell Collins products that are designed for a commercial or dual-use application are controlled by the Export Administration Regulations (EAR) and typically do not require an export license from the Department of Commerce, Bureau of Industry and Security. There are a few products, however, that Rockwell Collins may have inventory that are controlled for Missile Technology purposes, such as but not limited to the LTN-101 Inertial Reference Unit, SFIS-20 Standby Instrument, and the LaserfV Inertial Unit that will require a validated export license. Delivery of those products are subject to receipt of an approved export license. Rockwell Collins is the US Principal Party in Interest related to our export transactions and as such requires that specific End Use and End User be identified on all Purchase Orders. In addition, Rockwell Collins is responsible for all export licensing with the Departments of State and Commerce and for all export documentation presented to US Customs.

WARRANTY POLICY

Purchase of an exchange unit from Rockwell Collins will carry a one-year warranty in accordance with Article 5 of Rockwell Collins Inc. General Conditions of Sale. This exchange warranty entitles the Customer, at Rockwell Collins’ discretion, to:

No Charge Exchange
or
No Charge Repair and the use of a Billable Rental

SERVICE CENTER REPAIR WARRANTY

If a Customer’s unit has been returned to a Rockwell Collins Service Center for a qualified warranty repair and Customer paid for a billable rental during the original repair by the Service Center, subsequent rental shall be at no charge.

If a Customer’s unit has been returned to a Rockwell Collins Service Center for a qualified warranty repair and Customer did not have a billable rental during the original repair and the Customer requests a rental, the rental shall be billable.

RENTAL BILLING PROCEDURES

The minimum rental fee is for a period of 30 calendar days from the date the unit is shipped by Rockwell Collins. Rental prices are based upon the requirement that Rockwell Collins receives the same serial number unit in return, within the established transaction period. The Rockwell Collins nameplate must be in place, intact and the unit must be in repairable condition.

Rockwell Collins reserves the right to charge the Customer for returning units to a serviceable condition that have been subjected to contamination damage, abnormal wear, improper packaging and unauthorized repairs.

Rockwell Collins reserves the right to charge the Customer the current catalog list price of a returned rental unit that has been damaged by lightning, fire, submersion, crash, or is otherwise deemed beyond economical repair.

The transaction period will not be closed until the return unit is received and the Extended Use Fee Policy will apply.

Billing discrepancies must be reported within 90 days of invoice date. If any delay in returning the unit is anticipated, please contact Rental Exchange Administration.

If the Customer’s unit arrives at a Rockwell Collins Service Center for repair within 10 days of shipment of the rental unit and the Customer’s unit is still in repair at the end of the 30–day period, the following guidelines apply:

Notes:

  1. If a Customer’s unit arrives at a Rockwell Collins Service Center for repair after 10 days of shipment of the rental unit, Extended Use Fees may apply if the rental unit is not returned to Rockwell Collins by Day 36, dependent upon when the Customer’s repaired unit is shipped back to the Customer.
  2. If a Customer does not approve the Rockwell Collins Service Center repair estimate within 5 days of receipt, Extended Use Fees may apply if the rental unit is not returned to Rockwell Collins by Day 36, dependent upon when the Customer’s repaired unit is shipped back to the Customer.
  3. Any rental unit that has not been returned shall be invoiced (asset replacement) at the current catalog list price. The asset replacement invoice shall be in addition to the rental fee and any Extended Use Fees incurred. Rental units arriving after the asset replacement has been invoiced shall be returned and assumed purchased by the Customer.
